When I make this style of painting, I don't just poor paint on the page.  Before doing any painting, I create water bubbles on the paper using surface tension. After shaping all the water droplets, I take thick watercolor paints and poke various parts of the water to let the pigment flow in. Then I remove all of the water from the paper by soaking it up through cloth, leaving the pigment in the shape it was in after first swirling into the water droplets.
